Parking Changes on Kennedy Street

Parking will be changing on Kennedy Street to allow more turnover.

Bradford City Council, on first reading Tuesday night, approved amendments to the parking ordinance.

Mayor Tom Riel said parking on Kennedy Street has been "a mess" since the first attempt to film "Little Chicago" almost a year and a half ago.

"The meters have been gone, and the street's been redone. With no meters there, there was really no way to enforce (parking)," Riel said. "What this ordinance proposes is … where there are meters are Kennedy Street … there will be 30-minute parking only."

Parking in front of City Hall and the Kubiak Building will be limited to 15 minutes, and there will be no parking on the west side of the street between Main Street and the alley next to Old City Hall.

Kennedy Street merchants had asked council to address the parking situation because, with no meters, people would park and stay there for hours.

Councilman Rick Benton said there's nothing stopping people from feeding the meters for hours. He was also concerned that 30 minutes will not be enough time for some merchants, namely the Kennedy Street Café.

In a related matter, Main Street resident Dave Newman told council that parking is a major problem downtown, and he offered a solution.

He said that if PNC decides to close the Main Street branch of National City Bank, city officials should look into buying the building from owner Stan Pecora and build a two-story parking garage.

When PNC acquired the financially troubled National City a government stipulation was that PNC close 61 branches. So far in this region, branches in Warren, Titusville and Erie have been targeted for closure.

Also Tuesday night, council approved a $20,000 Enterprise Zone loan agreement with Kelly J. Martin to help with the purchase of Abasso at the Downbeat.

Council also accepted a proposal from PBS&J to provide engineering design services for the Community Parks Trail.

The OECD and the Tuna Valley Trail Association reviewed the company's $161,574 bid, along with three other proposals. The cost will be paid by a grant from the Department of Conservation and Natural Resources.

The Community Parks Trail will eventually connect Callahan and Hanley parks, Bradford Area High School and School Street Elementary.

In personnel matters, Diane Martin is retiring as deputy director of accounts and finance and equal employment officer/affirmative action officer.

Martin has held the positions since December 19, 1995.

Valerie Figula has been appointed to replace Martin effective March 1.

Council approved the hiring of Michael Campogiani as a temporary firefighter for 90 days.

Councilman Ross Neidich and Fire Chief Boo Coder explained that because one firefighter is off because of an injury, and others have been sick, the department has been racking up some overtime.

They said the cost of hiring a temporary firefighter will be less than the cost of overtime.

Campogiani was the firefighter laid off earlier this year because of the city's financial problems.

And, Teri Cannon has been appointed deputy city clerk effective March 1.
