What happened to the Neighborhood Watch program? Isn't the Police Department and the Citizens who volunteered supposed to work together to stop this juvenile nonsense? Where is the program now?

According to an article in today's Bradford Era, there aren't yet enough volunteers to serve as "Block Captains"! I thought they said there were enough over a month ago. What is the real story here? The article quoted Police as saying they "wanted to go slow and do it right", so I guess the good citizens of Bradford just need to be patient. Keep "Watching" and waiting.
