State police stopped 31-year-old Timothy Lowry on I-86 and later charged him with possession of a hypodermic instrument, criminal possession of a controlled substance and aggravated unlicensed operation of a motor vehicle.
He was released with appearance tickets for Town of Carrollton Court.
