Ralph “Bucky” Phillips will be in disciplinary housing until January of 2016 for a series of infractions at the Clinton County Correctional Facility in Dannemora, New York. The most recent infraction was on October 17 when he possessed escape paraphernalia and tampered with state property. Specifically he made a dummy out of a sweatshirt and put it in his bed to make it look as if he was there. Phillips has also lost phone and commissary privileges and won’t be able to receive packages for a year. “Our security staff discovered irrefutable evidence that Phillips possessed illegal contraband in his cell, as well as tampering with prison property, and he will be held accountable for his violations,” said Commissioner Brian Fischer in a news release. “When any offender under our custody breaks the rules of the Department, they face the disciplinary consequences of their actions. Five years ago today the largest manhunt in New York State history ended when Ralph “Bucky” Phillips surrendered to authorities in Warren County, PA – just over the New York State line. Wayne Bennett, who was the New York State Police Superintendent at the time, made the announcement, and talked about why Phillips surrendered. "You’ve got a helicopter hovering over your head. You’ve got SWAT team members coming down the woodline. The game was up and he knew it," Bennett said. When the announcement was made that Phillips was in custody crowds gathered in Carroll, New York, and Akeley, PA – including the media -- let out cheers and gave law enforcement a round of applause. "You have no idea how that makes us feel," Bennett said. "We don’t tend to have a lot of people cheer us on except maybe in a parade. Today marks the 5th anniversary of the day Ralph “Bucky” Phillips shot two New York State troopers who were staking out his girlfriend’s house in Chautauqua County. On the night of August 31, 2006, then-State Police Superintendent Wayne Bennett talked about the injuries Phillips inflicted on troopers Donald Baker Jr. and Joseph Longobardo, and said there was no doubt in his mind they were ambushed. Longobardo died September 3, 2006, at ECMC in Buffalo. He was 32 years old and left behind a wife and 13-month-old son. Phillips surrendered to police in Warren County 5 days later. He is at the Clinton Correctional Facility in Dannemora, New York.

Phillips escaped from the Erie County Correctional Facility in Alden on April 2, 2006, and was being sought by police for not only the escape but for the burglary of an Ellington, New York, gun store, where 41 guns were taken. Some of those guns were eventually recovered at the Ludlow home of Todd Nelson. Nelson was charged with hindering the apprehension of Phillips and harboring a fugitive and was sentenced to 6 to 12 months in prison. But it was on June 10, 2006, that the search effort heated up. Convicted cop killer Ralph "Bucky" Phillips is suing the sheriffs of Chautauqua and Chemung counties, claiming he was mistreated while being held in the county jails. Phillips claims sheriffs Joe Gerace and Chris Moss violated his civil rights by, among other things, not allowing him to exercise outside of his cell, have visitors or get medical attention for his back. No court dates have been scheduled yet in the case. Phillips is serving a life sentence for shooting and killing New York State Trooper Joseph Longobardo during the longest manhunt in state history. The New York State Commission of Correction has accused Erie County Sheriff Tim Howard and his staff of "gross negligence and incompetence" following the October 2009 escape of inmate Brian Collins from the Erie County Holding Center. In a report released today, the commission says the escape was "entirely preventable." Collins, who was labeled as an "Escape Risk," somehow left his cell and made it to the roof of the 7-story building. The report details the escape, Collins' criminal background and the state's accusations against the Sheriff's Department. A New York appeals court has upheld the conviction of Ralph "Bucky" Phillips, who killed a state trooper in 2006 during the largest manhunt in New York state history. The unanimous ruling from the Appellate Division of state Supreme Court in Albany rejected Phillips' claims that his guilty plea was coerced and that he'd gotten bad advice from a court-appointed lawyer. Phillips is serving a life sentence without possibility of parole after telling a judge in 2006 that he was "guilty as hell." Phillips admitted fatally shooting Trooper Joseph Longobardo and wounding troopers Donald Baker Jr. and Sean Brown after escaping from the Alden Correctional Facility. He spent five months on the run and was captured by Pennsylvania State Police in a Warren County cornfield.

Several correction officers and inmates were injured during an 18-man brawl at Clinton Correctional Facility Tuesday night. Within a few hours, staff covering the north yard of the facility had to break up three fights between inmates, the last of which left five officers and more than a dozen inmates injured. About two hours later, another fight erupted, this time involving about 18 inmates. When they were ordered to stop, 16 inmates stepped away from the violence. But as the last two inmates continued the fight and staff tried to break up the assault, two officers were sliced with a metal shank. Among the inmates at the prison are Ralph "Bucky" Phillips, and former Portville teacher and Boy Scout leader James Molyneaux , who molested 2 young boys.

State Troopers in Batavia, New York, have dedicated a new monument to Trooper Joseph Longobardo. The monument was unveiled during a ceremony this morning as part of the State Police Troop "A" annual Memorial Day Ceremony. Longobardo was 32 years old in September 2006 while pursuing escaped convict Ralph "Bucky" Phillips. Longobardo was shot by Phillips in Chautauqua County, and died from his injuries three days later.

03/23/08 - 3-Year-Old Girl Murdered in Salamanca Two people have been arrested in connection with the death of a 3-year-old girl in Salamanca. Guy Maybee and Stephanie Pierce-Shennandoah are charged with second-degree murder for causing the death of Ianna Doris Maybee. They are in Cattaraugus County Jail. Sheriff's Deputies responded to a call of an unresponsive child on Friday in Salamanca. An autopsy performed Saturday at ECMC determined the cause of death was homicide.
