Early Voting Legislation Introduced

HARRISBURG, February 10 – Pennsylvania would join the majority of states that allow early voting under legislation announced by Senator Michael A. O’Pake and others during a press conference in the Capitol today.

“Voting is a right. It’s not supposed to be a test,” the Senate Democratic Whip said. “Most states now recognize this. It’s time Pennsylvania did.

“We want to give Pennsylvania voters the same opportunity that voters in more than 30 other states have. It works in other states and it should be done here.”

The Reading Democrat said his proposal, known as “no-excuse” absentee voting, would allow any voter the right to vote by absentee ballot, as 28 other state currently do.

Pennsylvania now allows absentee voting only by persons whose infirmity or job duties prevent them from going to the polls.

With no-excuse absentee voting, ballots could be cast up to 45 days before Election Day, the same as currently allowed for most absentee voters. Soldiers and others in extremely remote locations would continue to have a longer period.

Although cast before Election Day, votes under early voting procedures would not be counted until then.

Similar versions of the “no-excuse” and pre-Election Day voting bill are being introduced in both the Senate and the House of Representatives.
