Forest Ranger Approves Building

Marienville District Ranger Rob T. Fallon approved a request from Dominion Transmission, Inc., on June 25 to amend their special use permit to allow construction of a natural gas measuring and regulating station (M&R) within a cleared area along Dominion’s existing pipeline in Spring Creek Township, Elk County, Pa. Dominion’s pipeline has been permitted since 1936.

An existing 6’ by 6’ M&R building was constructed in Warrant 1560 in 1976. Dominion requested approval to construct a new M&R facility for natural gas deliveries into their pipeline. The following activities were approved:

Removal of the existing 6’ by 6’ building;
Construction of a 8’ by 10’ building and a 23’ by 11’ building;
Construction of 95 feet of gravel road;
Installation of a new pipeline to the M&R;
Installation of two, low-intensity yard lights;
Installation of 400 feet of fence; and harden ¼ acres inside the fence with gravel.

This action falls within the categories of actions which require a project file and decision memo. This decision is not subject to an administrative review or appeal pursuant to 36 Code of Federal Regulations and the Earth Island Institute v. Ruthenbeck ruling of 10/19/2005. The Forest Service will also place a bat box in the opening, along the tree line.
