Dale Phillips Appointed FT Supervisor

Foster Township has a new supervisor.

Businessman Dale Phillips was appointed during Monday’s meeting to fill the position left when Chris Wolcott resigned in December. Phillips is the brother-in-law of Bradford Mayor Tom Riel.

Also during Monday’s meeting, Jim Connelly Jr. was voted chairman and BJ Campbell vice chairman.

Campbell also resigned his position on the Zoning Hearing Board because he can’t hold both jobs. Virginia Hinaman also resigned from the Zoning Hearing Board. They were replaced by Bruce Cauvel and Norm Strotman Jr., who will serve for five years.

Campbell said Hinaman was a “very attentive” board member and did a good job. Connelly thanked Cauvel and Strotman for “stepping up and serving Foster Township.”

Also during the meeting Connelly acknowledged the work that Sally Scrivo does as emergency management coordinator for the township.

“Unless there’s a major emergency or a catastrophe most people don’t even know Sally’s out there doing her job,” Connelly said.

He specifically talked about the house explosion on Interstate Parkway last month, and said the first phone call he got was from Scrivo and she kept him posted on everything that was happening.

Sally’s done a great job for this township,” Connelly said, “She’s a big asset.”

Connelly and Campbell did not officially appoint a member to the Tuna Valley Council of Governments but said Phillips may be interested in that position.

In other matters, Connelly noted that he is still working with PennDOT alleviating the traffic problems at the intersection of East Main Street/Bolivar Drive/Derrick Road.

“We’re crossing our Ts and dotting our Is,” he said.

Also, Campbell noted that the township is working with a broker to try to get the best electric rates possible for the township buildings.

Earlier in the meeting, Scrivo had a question about code enforcement and asked – if the program is complaint driven – who has the right to make a complaint.

Connelly said he, the police and everyone else has he right to complain.

“We don’t have the luxury of a full-time officer that goes out and looks for things,” he said. “Foster Township is our township. We all live here. … If we don’t know about it, we can’t fix it. My answer is: It’s pretty much everybody.”

Also Monday, township engineer Roy Pedersen noted that bids have been advertised for the Lafferty Hollow to Corwins Corners sewer project, and they will be opened at the next supervisors meeting.

“Hopefully they’ll be affordable,” Pedersen said. “I think the contractors will be anxious to get a job for the season and, hopefully, they’ll price that accordingly.”

Pedersen said he expects the contractor to start in the spring.

And, the road crew got some praise during the meeting.

Seaward Avenue resident Tom Perry said they did a nice job plowing the snow back, which he said he hadn’t seen done in a long time.

“They opened our roads up a little wider so if we get another snow we’re going to have a lot of room to put it,” Perry said, adding that they also addressed an issue with ice on Bolivar Drive.

“They made a dangerous situation into a safe situation,” Perry said.

Later in the meeting, road superintendent Mike Fox said his crew plowed and sanded 21 of 31 days in December.

“December’s been tough on everybody,” he said.

If I didn't mention it -- how many people would ask "Why didn't she say Phillips is Tom Riel's brother-in-law?" Simple as that. I'm not implying anything. You can infer what you like.
