DOC Settles Inmate Death Lawsuit
The Pennsylvania Department of Corrections is paying $250,000 to settle a lawsuit filed by the daughter of an inmate killed by his deranged cellmate at the state prison in Forest County.
Carla Davis-Vining claims corrections officials mishandled the man who killed her father, 63-year-old Frederick Kirkland, in 2012.
28-year-old Elwood Braswell was housed with Kirkland, although Braswell had a history of acute psychotic behavior and was serving time for assaulting another inmate.
In the attack on Kirkland, who used a wheelchair, Braswell beat him, smeared him with feces and attempted to bite of his genitals. In his trial, was found guilty but mentally ill.
