Toddlers Found Wandering on East Main Street;
House Filled with Rotten Food, Used Diapers

After her toddlers were found in the middle of East Main Street with full diapers, and her house was discovered in filthy condition, a Bradford woman was charged with two felony counts of endangering the welfare of children.

29-year-old Rheannon Bryant is in McKean County Jail on $10,000 bail.

Police say on Monday afternoon they were told that the children were in the middle of street and, when they got to the scene, learned several people had been trying to find the parents for about half an hour. After taking the children to the police station, officers learned they had severe diaper burns on their buttocks and genitals.

Police and CYS then went to 144 East Avenue, where they could smell rotten food as soon as they got out of the vehicle. Inside the house, piles of food were in every room of the house to the point the floor was not visible, according to papers filed in District Judge Dominic Cercone’s office. Also, there were flies throughout the house and two piles of about 20 used diapers. Police also discovered that the children had been sleeping on couch cushions on the floor.

My big question is, how long were these children living like this? And why is it always the innocent who suffer? My heart goes out to those children, but my tears are for the mother. She let down the very lives that were entrusted to her, and she has to live with that the rest of her life. The children will grow and forget but the mother will be tormented forever by the guilt of what she has done.

Both of those children r autistic n ive contacted cys about gettin custody of them cause ive been n they're lives since day one and gone blower off just cause im not considered immediate family but what they dont get is that im still family n they way both of those children r they need 2 b with some1 they recognize so that they dont freak out but the system seems not 2 care cause I still havent heard anything!

There is ALWAYS a reason that children are taken from their parents by CYS... The parents aren't just innocent people who did nothing wrong... Or their kids wouldn't be taken... CYS doesn't just wake up every morning.. Open a phone book and say "hey I think I'll take these kids today".... There's always a reason. As far as not being family and wanting the kids... It's a written law that family has to be looked at first... So it's not CYS's fault... It's a law.

Cys doesn't solely decide to take children away and not give them back. It is up to a judge regardless. It is the LAW that allows things of this nature to happen

I just want to say this is scary to hear about. I do not understand how someone can care so little about their children! Good job to all who got these scums off the streets! And as for a comment I saw below id like to address, if you knew about what these children had to endure and you stood by and let it happen your just as guilty as the parents. These children deserve a good loving home. I hope this opens people's eyes a little bit, there are to many babies anymore that have to endure this.

i just saw these kids in family video the other day. Actually gave them a quarter for a gumball. They were happy kids and clean so this surprises me

Those poor children! My heart hurts just thinking about it. I have two children of my own and I could never let them live in those kind of conditions. My house isnt perfect but I would never let it get to the point of being unsafe for my children! I wish that all parents would realize what a blessing a child is. There are way too many that just dont care

You, this scumbag mom and her whole lowlife circle of welfare friends and family are just as guilty for how these children lived. They were safer playing in the middle of a street than living with any of you. Besides, I'm sure you have your hands full with the horde of welfare babies you've spit out.

SSA, if you have been in their lives since day one then did you know what their living conditions were? If you were involved with the children like you said you should know. If you knew, but never reported it, then you are guilty of child endangerment and neglect as well. If that is the case then you do not deserve to get custody. If you did not know, and truly do care for those children, i wish you luck. Don't expect it to happen though. Unless you are a foster parent or related the odds are against you.

What many people fail to realize is there are laws that govern these agencies. They do not have the ability to take a child because a parent is a piece of garbage and reunification is based on the courts. Instead of giving the police and child protective services a hard time for doing their jobs and what the laws allow, talk to the government official who make the laws and vote.

What a lot of people don't realize is this happens pretty often. Way more often than it should. Things are overlooked by neighbors and friends, or they do the little they can to try and help. Most times they don't realize the magnitude of the situation.
The court will most likely take the stance of working to reunite the children with their parents, trying to make the family whole again. That's great in theory, but we live in reality. These poor kids have an uphill battle for the rest of their lives, no matter what happens or where they end up.

That's a wonderful sentiment, but unfortunately, that's not how it works with people who abuse and neglect their own children in most cases. The children never forget. It's branded on them for life, often causing a unique form of PTSD. The abuser, on the other hand, often denies everything, blames the victim, or says they were in some other way justified in what they did. The abuser pushes their guilt onto the victim.
It is the innocent ones who suffer, more than anyone ever sees or knows.

That's nt true.... It's a law that CYS has to try multiple times to get into the house and if the allegations are bad enough... They get a court order to come into the house... Or if there is not a severe safety threat, they will close the case but keep it filed. That only happens after several attempts to go to the home and after letters and phone calls have been made to the home.

The only way CYS can be "proactive" is if thy went around and knocked on every door in this county to see if there is any child abuse and neglect.... CYS can't go to a home unless there is an allegation of abuse or neglect.... So how can they be pro active? And by the sounds of this case.... The police and CYS did work together...

All this is causing is a media up roar. Why take someone's life and everything that happens in it and make it world wide for all to see? It's just not right. At all! There are A LOT of people out there A LOT worse. And honestly? Cys does nothing about them?. I know these kids. And I know for a fact they were taken care of. Those rashes? They were taken care of. They just kept coming back. Those kids were bathed! So all this media shit honestly needs to just let it all go. You people know how to make a situation alot more worse. All the media does anymore is destroy others lives!

Bull lmk they went into the home to prove the way they lived.
