Frederick E. Proper, 88, of 22 Brook St., Bradford, formerly of Constitution Ave. passed away, Tuesday, February 19, 2013, at The Pavilion at BRMC. Born on July 5, 1924, in Bradford, he was a son of the late Frederick S. and Florence (Stewart) Proper. On April 3, 1954 in the First Presbyterian Church he married Gloria J. (Poling) Proper, who died March 26, 1999. He was a 1942 graduate of Bradford High School, after high school he enlisted in the Navy, on May 24, 1943, he was honorably discharged April 8,1945. He went on to graduate from Kent State University. He worked as a Industrial Photographer at Kendall Refining Company for 49 years retiring from Witco Chemical. He was a member of Hill Memorial United Methodist Church, he was a 60 year member of Blue Lodge 749 F&AM and a former member of the Orak Gratto. He served on City Council for 14 years. Two teenagers escaped injury in separate accidents this morning. Police say at about 8 a.m. 17-year-old Dakota Vaughn of Eldred was on Indian Creek Road, just east of Loop Road, when his SUV went off the road, sheared off a utility pole and traveled through the front yard of a house. At 8:50 a.m. 16-year-old Kali Gross of Shinglehouse was on Route 44 in Ceres Township when her pickup truck lost traction, spun around, went up an embankment and hit a concrete culvert. A former Buffalo man on probation for drug offenses in McKean County is in jail again on more drug charges, and for having a stolen gun. State Parole Agent Russ Orner was conducting a routine check of Demario Watts when he found a semi-automatic handgun under the mattress in his South Avenue apartment, according to papers filed in District Judge Dominic Cercone’s office. He also found four baggies of suspected marijuana and a digital scale. Orner contacted city police, who got a search warrant and executed it Friday afternoon. They found a 9 mm handgun, a partially smoked suspected marijuana cigarette, Zig-Zag papers, more than 50 individually wrapped baggies of marijuana, a digital scale and a glass pipe containing burnt suspected marijuana. Police added that the gun had been reported stolen from Osborne Place on Friday. Watts is charged with felony counts of possession with intent to deliver a controlled substance, receiving stolen property and prohibited possession of a firearm....

Three people were sentenced today on burglary charges in Cattaraugus County Court. 19-year-old Alexander Hope of Friendship was sentenced to six months in jail for breaking into a Portville building on June 9 and stealing more than $50,000 worth of property. 40-year-old Arturo Ross Sr. of Olean was sentenced to five years’ probation for breaking into an Olean building on August 3. 22-year-old Kyle King of Gowanda was sentenced to 5 years’ probation for breaking into a Town of Persia building on January 12, 2012, and intentionally damaging property. A Wilcox man escaped injury in a crash at 6:30 this morning on Rasselas Road just north of Rocky Run Road in Jones Township. Police say the car driven by 55-year-old Henry Ronneberg went out of control on a curve, left the road, hit a mail box and came to rest against a group of trees. A Jamestown man is facing charges after allegedly driving 105 mph on Interstate 86 in the Town of Randolph Monday night. State police say 20-year-old Lawrence Walsh failed field sobriety tests and was arrested for driving while intoxicated. He was also charged with possession of alcohol under the age of 21 after police found a 16-ounce can of beer in his car. Walsh is scheduled to appear in Town of Randolph Court on February 28. Police have released more information about the vehicle that knocked over a gas pump at the Valley Farm Market in Weedville Sunday. Security cameras show that the vehicle is a dark-colored, late model Chevy or GMC extended cab truck. They say the truck will have damage to the right front headlight area, and possibly the passenger side door. Two South Dayton, New York, men are accused of snowmobiling while drunk. Sheriff’s deputies say 28-year-old Eric Dustin and 27-year-old Brian Dustin were found in the middle of Dredge Road in the Town of Dayton after one of their snowmobiles broke down at around 11:45 Saturday night. Both men are charged with operating a snowmobile while intoxicated, and operating an unregistered and uninsured snowmobile. They are scheduled to appear in Town of Dayton Court. A Bradford man is in Cattaraugus County Jail after being arrested as a fugitive from justice. 27-year-old Darren Cruz was picked up on a warrant Saturday afternoon in the Town of Allegany. After his arrest, Cruz allegedly tried to escape and was then charged with attempted escape and unlawful possession of marijuana. McKean County Judge John Pavlock issued a bench warrant for Cruz on December 20 after he pleaded guilty to access device fraud, but absconded from probation. Someone broke into Buchanan Brother’s Pharmacy in Eldred this morning – exactly one month after a similar break-in there. Today’s burglary happened at 3:45 a.m. – the same time as the January 18 burglary – when someone smashed out the front window, went into the store and stole prescription medication. A small games of chance informational session will be held Wednesday evening at the Bradford Area Public Library. Starting at 6 p.m., McKean County District Attorney Ray Learn, along with Mary Jo Sherwood and Shannon Brown of the McKean County Treasurer's Office, will be on hand to discuss the recent changes in the small games of chance reporting. A Collins, New York, man took state police on a chase in Chautauqua County Saturday night. Troopers say at around 8:15 they saw an SUV parked in the county department of transportation salt barn on County Route 68 near Cherry Creek and, when he went to see why it was there, the driver took off. Police attempted to get 31-year-old Donald Pfaffenbach to pull over, but he continued to drive at speeds of up to 90 mph for about 9 miles. The chase lasted 12 minutes. Pfaffenbach eventually pulled over on Center Road and took off on foot into a brush area. When police caught up with him he said he needed medical attention because he injected heroin at the salt barn. He was taken to Brooks Memorial Hospital and, after being released, was charged with driving while ability impaired by drugs, fleeing from a police officer, resisting arrested and a number of other offenses. A North Carolina man is facing drug charges following a traffic stop on Route on Route 219 in the Town of Carrollton. State Police say when they stopped 31-year-old Joey Cartee of Spring Lake he had two controlled substances. Cartee was charged with two counts each of criminal possession of a controlled substance and possession of a controlled substance not in its orginal container.

Marijuana-growing was a family affair in an Orleans County town. State police say a father, mother and their son had a sophisticated growing operation in their Clarendon, New York, home, where they executed a search warrant on Friday. Troopers say the marijuana was growing in the basement, while the plants were being dried and packaged for sale on the second floor of the home. Besides the plants, police seized a large quantity of harvested marijuana, two long guns and a .380-caliber handgun. 51-year-old David Costrino, 64-year-old Marcia Costrino and 27-year-old Austin Costrino were each charged with one count of criminal possession of marijuana, a second-degree felony. A 5-year-old Jamestown girl is dead after being hit by an SUV while sled riding Friday evening. Police say the little girl was sledding down the hill and went into the road, where she was hit by the vehicle. The accident happened at about 6 p.m. on Foote Avenue. The child was taken to WCA Hospital, where she later died. Police have not released her name. The accident is still under investigation but police say they do not expect to charge the driver. Penn State Extension Educator, Jim Clark, and the Cameron County Conservation District, recently obtained a $6,000 grant from the Headwaters RC&D Sinnemahoning Stakeholders Group. The grant will pay for water tests for 35 rural ponds located throughout the Sinnemahoning Watershed. The ponds need to be one quarter acre or larger in size and will be selected on a first come, first served basis. The ponds must be located in the Sinnemahoning Watershed to be accepted. Clark will collect all of the samples and deliver them to the Penn State Water Lab in State College this spring. The Penn State Water Lab has two pond test kit options and these ponds will be tested for pH, total dissolved solids, nitrate-nitrogen, alkalinity, aluminum, iron, manganese, phosphorous, sulfate, hardness, and E coli. bacteria. Clarion University sophomore Rakeeah Megan Sabazz Merritt accepts $500 checks from Susan Bornak, dean of student development, on behalf of Student and University Affairs, and Josh Domitrovich, vice president of Student Senate, to help with expenses incurred after she was shot in the leg during a drive-by shooting Feb. 2 in Clarion. Merritt suffered broken tibia and fibula bones. She has returned to Clarion University and is recovering. Also pictured is Reginald Merritt, Rakeeah’s father. Kevin “Deuce” Austin of Farrell is charged with attempted homicide and for being a convicted felon with a firearm, and a number of other charges in connection to the shooting. A Bradford woman was hurt in a one-car crash Thursday morning on Route 44 in Potter County. State police say a car driven by 22-year-old Joseph Weaver of Williamsport went out of control on a curve and hit an embankment. He and his passenger, 21-year-old Emily McLaughlin, were both taken to Charles Cole Memorial Hospital for treatment of minor injuries. Weaver was cited for driving too fast for conditions.
