Careless smoking has been determined as the cause of a fire early this morning in a Brocton, New York, trailer park. The Chautauqua County Fire Investigation Team says the fire at New Horizon’s Trailer Park on Route 5 started at just before 3 a.m. when an unattended lit cigarette was left close to combustible material. Work to replace a bridge at American Refining Group Inc. (ARG) will intermittently delay traffic along North Kendall Avenue between 6 a.m. and 4 p.m. Monday. The span to be installed will reach 140 feet across the Tuna Creek to the refinery’s new railcar-loading rack at the Erie Wye on the Buffalo & Pittsburgh Railroad, just north of the Kendall Avenue bridge. The new bridge will support the piping necessary to service the loading rack and will allow personnel to cross in order to perform daily functions there. Traffic could be stopped for as long as 5 to 10 minutes at a time. Arrangements have been made to have extra staff on hand for safety and to control traffic during the project. Motorists should plan to avoid North Kendall Avenue on Monday unless absolutely necessary. Any impact to school buses and emergency vehicles will be minimized as much as possible. Heroin and drug paraphernalia in a St. Marys home has led to the arrests of four people. City police, the state attorney general’s office and the North Central Drug Task Force executed a search warrant at 131 Hemlock Street last night and found a large amount of heroin, along with the paraphernalia. They charged 36-year-old Sherrod Duncan of Natrona Heights, 25-year-old Justin Weston of Homestead, and 24-year-olds Alex Cheatle and Theresa Sample, both of St. Marys, with possession of a controlled substance with intent to deliver, dealing with unlawful proceeds, and criminal use of a communication device. Duncan and Weston are also each charged with tampering with evidence. Duncan is also charged with giving false ID to law enforcement. They are both jailed in lieu of $50,000 cash bail. Sample and Cheatle are each also charged with endangering the welfare of a child. Cheatle was sent to Elk County Jail on a probation warrant. Sample is jailed in lieu of $25,000 cash bail. http:...

The man who stabbed another man at an Olean bar and hid from police for about 10 hours, prompting a lockdown of Olean High School, has been sentenced in Cattaraugus County Court to conditional discharge. 34-year-old Khuong Nguyen stabbed 48-year-old Joseph Gilroy in the head and back while they were near The Press Box in the early morning hours of April 3. When police confronted Nguyen he ran from them, initiating the search by city police, state police and sheriff’s deputies. He was eventually arrested at his home, which is near the school. Gilroy was treated for his injuries at Olean General Hospital and then released. In New York, a judge can impose a sentenced of conditional discharge if he believes neither justice nor the public would be served if a defendant went to prison, and that probation is not appropriate. A Kane woman who admitted to being at fault in a crash that killed six people – including her daughter and nephew – last August has been sentenced to 11 years and three months to 22 ½ years in state prison after a judge accepted a plea deal that dropped charges saying she was under the influence of prescription drugs at the time of the crash. 38-year-old Kathleen Douglas was driving a car that crashed on Route 219 and Meade Run Road. Killed in the crash were 12-year-old Olivia Douglas, 6-year-old Jarett Costanzo and four St. Marys residents, 62-year-old Gary Beimel, 55-year-old Elaine Beimel, 54-year-old David Cuneo and 81-year-old Florence Donachy. Douglas was sentenced today in McKean County Court on charges of homicide by vehicle and recklessly endangering another person. Also dismissed were charges of involuntary manslaughter, aggravated assault by vehicle and aggravated assault by vehicle while DUI. The news leader of the Twin Tiers ... since 1947

A nationwide manhunt is underway for Eric Matthew Frein, the suspect in the fatal shooting of Pennsylvania State Police Cpl. Bryon Dickson II. State Police Commissioner Frank Noonan held a news conference a short time ago and said Frein should be considered extremely armed and dangerous; he is a trained survivalist; and has made statements about killing law enforcement officers and committing mass acts of murder. From the “Seriously? You called state police for this?” file: A 19-year-old is facing charges for stealing a can of pop. Troopers say Bradley Barnard of Byron, New York, took the beverage from the cafeteria lunch line at Genesee Community College and put it in his backpack. A review of surveillance video confirmed the theft. Barnard was issued an appearance ticket for Town of Batavia Court. The news leader of the Twin Tiers ... since 1947

A hit-and-run in a church parking lot landed a Bradford man in McKean County Jail. Police say a car driven by 33-year-old Matthew Simonds hit several vehicles in the parking lot of the First Church of God on Main in Eldred, continued on across School Street, and then went down an embankment. A four-year-old boy and an eight-year-old boy were in the car and suffered minor injuries. Police later determined Simonds was driving under the influence, and was driving without a license because of a previous DUI conviction. He is currently on parole. As state lawmakers returned to Harrisburg today, dozens of supporters of medical marijuana rallied in support of a bill they hope will legalize a form of the drug that would provide pain relief and other benefits with a wide range of medical needs. Under the bill, it could not be smoked, but delivered in other forms, including extracted oil, edible products and vapor. The bill’s sponsor, Senator Mike Folmer, says he expects the bill to be sent to the floor next week. The news leader of the Twin Tiers ... since 1947

A fire late Sunday night heavily damaged an Olean home. Firefighters arrived to find the house at 127 South 17th Street engulfed in flames. The residents of the two-story home were able to escape without being hurt. The cause of the blaze is under investigation, although it’s believed to be an electrical malfunction. The house is owned by Robert Colligan Jr., who rented it to Glenn and Jennifer Vaughn. A Facebook page has been set up with information on how to help the Vaughns. A funeral will be held Thursday for a Pennsylvania State Police trooper who was killed in an ambush outside his barracks. Cpl. Bryon K. Dickson II was killed and another trooper was critically wounded in the Friday night attack at the Blooming Grove barracks. A Bradford man is accused of assaulting a woman this morning and choking her until she lost consciousness. 50-year-old James Dunshie is charged with simple assault and harassment in connection to the incident at around 7:30 this morning on Orchard Place. Police say when they arrived on the scene they saw multiple contusions on the victim’s face and arms, including a large one around her left eye. She was taken by ambulance to BRMC. Domestic violence has led to charges against two Cattaraugus County men. State police say on September 2 25-year-old Terry Brown of Olean hit a woman in the face in the Town of Yorkshire. He was charged with assault and sent to jail on $1,500 cash bail. On August 31 22-year-old Kenneth Shafer of Yorkshire was involved in a domestic dispute in the Town of Yorkshire, and was charged with criminal obstruction of breathing, criminal mischief and harassment. A man is accused of forcing a toddler’s face into a bed because he was crying. State police arrested Nicholas Sikes of Allegany for being abusive to the two-year-old, and charged him with criminal obstruction of breathing and endangering the welfare of a child. A propane truck rolled over in Potter County late this morning, closing Route 49 from the Gold intersection to Ulysses. The road is expected to be closed for a couple more hours. People have been sharing on our Facebook page about what they were doing on this day 13 years ago. Ellen Bunnell of Bradford had relatives both in New York City and near Shanksville. One of her sons was on an ambulance crew in New York. Another son’s fiancé was a nurse in Johnstown, and was placed on a medical crew to head for Shanksville. Among those was Father Mychael Judge, the first official emergency responder fatality. Then-New York City Mayor Rudy Gulliani said of him, "He embodied the ideal blend of spirituality and public service." A memorial service was held on campus at noon. In Bradford, city firefighters placed a memorial outside the Central fire station on Chestnut Street. In Shanksville, ceremonies were held at the Flight 93 National Memorial.
