The dog who helped police track Ralph “Bucky” Phillips into the woods where he eventually surrendered back in 2006 has passed away. 12-year-old Harry was also the last living member of the New York State Police K-9 unit who worked at the World Trade Center after 9/11. Harry met and protected several dignitaries including President Bill Clinton, worked at the US Open Golf Tournament on Long Island, and performed demonstrations at the Cattaraugus, Chautauqua, Allegany and Erie county fairs as well as the New York State Fair in Syracuse. Former fugitive and convicted cop killer Ralph "Bucky" Phillips may have been trying to escape from prison again. Prison officials at the Clinton County Correctional Facility in Dannemora, New York, say Phillips engaged in activity on Monday that could have resulted in an attempted escape. Peter Cutler of the New York State Department of Corrections would not elaborate on what the activity was, but did say it was the 30th incident since December 22, 2006, that Phillips engaged in that violated prison rules. He adds that Phillips is in a single bed cell, where he spends 23 hours a day, because he is considered an escape risk. Phillips was sentenced to life in prison for shooting and killing Trooper Joseph Longobardo, and wounding Troopers Donald Baker Jr. and Sean Brown in the summer of 2006. He led police on a five-month manhunt after breaking out of the Alden Correctional Facility in April of that year.

A documentary on the largest manhunt in New York State history will air tonight. The A&E network is starting a series called "The Fugitive Chronicles," and their first topic is the five-month search for Ralph "Bucky" Phillips. In Chautauqua County, Greg Edwards won his bid to serve a second term as county executive by a margin of 7,790, not including absentee ballots. Erie County Sheriff Tim Howard survived a challenge from John Glascott to win his re-election bid. Glascott had criticized Howard for deaths and wrongful releases at the jail, and also blamed him for the escape of prisoners, including convicted cop killer Ralph "Bucky" Phillips. A Rochester woman is in jail after disrupting a courtroom and demanding that Ralph "Bucky" Phillips be released from prison. 34-year-old Dauren Parker was arrested after she tried to approach the bench of Chemung County Judge Peter Buckley, saying she wanted to sprinkle the judge so he would release Phillips. She was carrying an unidentified liquid substance, which she didn't get a chance to sprinkle on the judge. Parker was charged with contempt of court and sent to jail in lieu of $1,000 cash bail. Phillips is serving life in prison in the Clinton County Correctional Facility for killing one state trooper and wounding two others during the largest manhunt in state history back in 2006.

An appeals court in Rochester has turned down a bid by Ralph "Bucky" Phillips to withdraw his guilty pleas and go to trial. The Appellate Division of state Supreme Court upheld Phillips' pleas in a decision issued this afternoon. The panel of judges says the 46-year-old Phillips voluntarily admitted his intention to kill a trooper who was staking out his former girlfriend's in Chautauqua County. Phillips was convicted of shooting three troopers, one of them fatally, while on the run for five months in 2006. He was captured in a Warren County field, ending one of the largest manhunts in state history.

Several people are sharing the $100,000 in reward money offered by the New York state troopers' union during the 2006 search for fugitive Ralph "Bucky" Phillips. A lawyer for the Police Benevolent Association said today that the money was quietly paid out earlier this year with an agreement that the recipients' identities would be kept private. Attorney Thomas Burton said some of those who helped authorities catch Phillips are afraid of retribution from his acquaintances. Phillips is serving life in prison without the possibility of parole for shooting three state troopers, one of them fatally, after escaping from a jail near Buffalo in April of 2006. He was captured in a Warren County field in September of 2006. The PBA originally offered a reward of more than $300,000 for Phillips' capture.
