A Limestone man has pleaded guilty to promoting a sexual performance by a child and unlawful surveillance. Prosecutors say the first case against 36-year-old Billy Dixon is from March 3, 2013, and involved a child younger than 17. The second was on February 14, 2014, and involved a child younger than 16. The third incident was on August 17, when Dixon recorded a person privately dressing or undressing. All three incidents happened in the Town of Carrollton. The Town of Carrollton’s former town clerk who stole more than $3,000 was given a conditional discharge during sentencing in Cattaraugus County Court. 57-year-old Sandra McAndrew of Limestone had been indicted on charges of grand larceny and official misconduct, following a 2012 audit by the New York State Comptroller’s Office that showed she had an apparent shortage of $3,405. The former Town of Carrollton Clerk has pleaded not guilty to charges that she stole more than $3,400. 56-year-old Sandra McAndrew of Limestone had been indicted on charges of grand larceny and official misconduct, following a 2012 audit by the New York State Comptroller’s Office that showed she had an apparent shortage of $3,405. A Franklinville man has pleaded guilty to kidnapping and assaulting a woman on Thanksgiving weekend in Olean. Seneca Nation Marshals stopped to check on a vehicle parked on the side of Route 219 on November 25 and found that 40-year-old Dean Pepper and a woman had been involved in a domestic incident. They learned that Pepper assaulted and strangled the victim in his vehicle in Olean, then drove to the Town of Carrollton. Pepper is scheduled for sentencing on April 7 in Cattaraugus County Court. A Bradford man who broke into a Town of Carrollton building has been sentenced in Cattaraugus County Court to five years’ probation. 20-year-old Stephen Jones broke into the building and stole property back in April. A Kill Buck man is accused of having heroin on Route 417 in the Town of Carrollton. The Southern Tier Regional Drug Task Force arrested 23-year-old William Rodriguez Thursday night after he was found with the heroin during a traffic stop. A man who was found with more than 30,000 unstamped cigarettes will spend the next five years on probation. 54-year-old Steven Licata of West Seneca was sentenced today in Cattaraugus County Court for attempted to evade or defeat the state’s cigarette tax. Two men are facing drug charges in connection to separate incidents. Following a complaint at the M&M Allegany Junction in Carrollton troopers arrested 49-year-old Robert Bargy Jr. of Falconer for having a hypodermic instrument. Following a traffic stop on Cinema Drive in Allegany troopers arrested 18-year-old James Ganoung of Olean for unlawful possession of marijuana. They’re both free on their own recognizance. A West Seneca man has pleaded not guilty to evading or defeating the state’s cigarette tax. 53-year-old Steven Licata is accused of having 30,000 or more cigarettes and, when stopped by police, giving them a false name and other false information. The alleged incident happened on June 2 in the Town of Carrollton. Attempting to evade or defeat excise tax and cigarette taxes are felony offenses. The case has been adjourned for motions. A Salamanca woman is accused of using a debit card that had been reported stolen. In an e-mail sent to WESB and The HERO, Cattaraugus County Sheriff’s deputies say 19-year-old Trisha Fernandez used the debit card and signed the owner’s name at Ron’s Smoke Shop in Carrollton. The card had been reported stolen from the Allegany American Legion on March 12. Fernandez is charged with felony forgery and felony criminal possession of stolen property. Deputies say more arrests are pending after the completion of their investigation.

A former Bradford man who was originally charged with abusing a 7-year-old girl on Halloween in 2008 has been sentenced to a year in Cattaraugus County Jail. 25-year-old Jeffrey Lee Campbell Jr. was sentenced Monday on a charge of endangering the welfare of a child. The incident happened in the Town of Carrollton.

A group of Limestone residents are looking to dissolve the village into the town of Carrolton. The residents are circulating a petition asking for a referendum The village of Limestone will hold it’s regularly scheduled town meeting on June 10 and will likely discuss the petition. Carrolton Supervisor Dave Frederick says the town of Carrolton and the village of Limestone have a lot of overlap in their governmental administration.
