A 55-year-old Kane man is accused of having sexual contact with his girlfriend’s underage relative in 2012. The victim told McKean County Children and Youth Services that Steven Rolfe performed the sex acts on her without her consent when she was left alone with him, according to papers filed in District Judge David Engman’s office. Police say the victim’s friend saw through a window that Rolfe was “messing with” her. Rolfe was arraigned this afternoon on charges of sexual assault, aggravated indecent assault and corruption of minors, and indecent assault. He is in jail on a quarter of a million dollars bail. A Bradford man is facing charges for writing nearly $2,000 worth of bad checks to Hertz at Bradford Regional Airport. State police say 60-year-old John Mulauski Jr. wrote three bad checks totaling $1,700.20 between August 8 and 23. Bad checks charges will be filed in District Judge David Engman’s office. A registered sex offender from Port Allegany accused of not following Megan’s Law requirements was arraigned today in front of District Judge David Engman. 54-year-old Kevin Fuller is in McKean County Jail on $25,000 while awaiting a preliminary hearing on Wednesday. Fuller was convicted of indecent assault in 2007 for having contact with a child younger than 13, according to the Pennsylvania Megan’s Law website. The news leader of the Twin Tiers ... since 1947

Two weeks ago we told you about a Kane man facing more than 50 drug charges after being found with drugs, paraphernalia and stacks of money in his house. Now his live-in girlfriend is facing similar charges. 30-year-old Angela Allegretto asked police to go to the home she shared with 25-year-old Ryan Thomas, who they found sitting at a table with a white powdery substance, and several items of paraphernalia. Police got a search warrant and later found about 150 pieces of paraphernalia, and more suspected drugs. Although Allegretto wanted police to go to the house with her while she moved out, they say she had been living with Thomas for four years and the couple had been buying, selling and delivering controlled substances and counterfeit controlled substances, according to papers filed in District Judge David Engman’s office. Allegretto is jailed on $50,000 bail. Thomas remains jailed on $100,000 bail. The news leader of the Twin Tiers ... since 1947

A Kane man is accused of threatening to kill people at Kane Community Hospital and infect them with Hepatitis. Police were called to the hospital at 10:30 Saturday morning and found 39-year-old Richard Lewis threatening to kill the staff, and whipping his blood-covered hand trying to get the blood on the staff and police, according to papers filed in District Judge David Engman’s office. Lewis said he was positive for Hepatitis C and wanted to infect the staff and police. He allegedly threatened eight hospital staff members so he was charged with eight counts of terroristic threats. He’s charged with nine counts of simple assault because he allegedly threatened to infect the police officer as well. The news leader of the Twin Tiers ... since 1947

A Kane man is in jail for stabbing another man in the stomach Saturday morning in Cyclone. Police say 36-year-old Kevin Callaway and 39-year-old Ronald McLaughlin Jr. of Emporium got into an argument at the home of McLaughlin’s mother in the Cyclone Trailer Park at just after 11:30 a.m. Calloway was asked to leave multiple times but wouldn’t, so McLaughlin jumped off the porch to confront him. Calloway then stabbed McLaughlin with a 4-inch knife. McLaughlin and his brother wrestled the knife away from Callaway. McLaughlin was treated at the scene by EMS personnel. Callaway headed toward Bradford and, with the help of City and Township police, troopers were able to take him into custody. Callaway was arraigned by District Judge David Engman and sent to McKean County Jail on $100,000 bail.

A Bradford firefighter and paramedic is accused of stealing morphine and fentanyl from the city fire department. 32-year-old Brandon Landuyt allegedly took some morphine and fentanyl from vials in a storage locker, but didn’t empty the vials, and then filled them with saline to make it look as if they were still full. Papers filed in District Judge Dominic Cercone’s office say he told police he had been stealing and using the drugs from January of last year until Thursday. He’s charged with two felony counts of theft by unlawful taking as well as misdemeanor counts of possession of a controlled substance and recklessly endangering another person. A man is in McKean County Jail as a fugitive from justice. City of Bradford Police executed an arrest warrant Sunday night at 138 East Avenue for Joshua John Elliott, who is wanted in Cattaraugus County for felony grand larceny. Elliott, who will turn 21 on Thursday, was arraigned by District Judge David Engman and sent to jail without bail to await extradition to New York. The news leader of the Twin Tiers ... since 1947

A Smethport man is in McKean County Jail, accused of assault and making terroristic threats. 46-year-old Joseph Watson was arraigned early this morning by District Judge David Engman in Kane on charges of simple assault, terroristic threats and unlawful restraint, all misdemeanors, along with summary counts of harassment and disorderly conduct. The alleged incident happened Saturday. Watson's bail is set at $30,000. His preliminary hearing is scheduled for Thursday in front of Engman.

State and Congressional redistricting has received most of the focus as lawmakers try to draw new district maps, but boundaries for District Judges are also under review following the federal Census. McKean County Judge John Pavlock today issued a report saying outlining he has proposed. The report says although there is a minor decline in McKean County’s population, the likelihood of increased population and caseload from Marcellus and standard natural gas development are among the factors that outweigh a reduction in district judges. He said caseloads of the current judges, however, does call for a change in the current districts. The proposal moves the City of Bradford’s 6th Ward 1st District from District Judge Dominic Cercone to Rich Luther. Lafayette Township would move from District Judge Bill Todd to David Engman. Pavlock said if, after the next federal Census, McKean County sees another population decline and increased demands do not materialize, reduction may be appropriate. ...
