A woman was sent to jail for not registering with Megan’s Law. 26-year-old Kylie Ann Silsby of Coudersport was convicted of involuntary deviate sexual intercourse in May of 2011 for an incident that happened in November of 2010, according to Pennsylvania’s Megan’s Law website. State Police say she didn’t register with them between December 15 of last year and Saturday. She was sent to Tioga County Jail on $5,000 bail. The news leader of the Twin Tiers ... since 1947

An 18-year-old Megan’s Law offender who was living in the Hotel Holley when he said he was living on Linwood Avenue – is now living in McKean County Jail. Lucas Mills had been living at the Holley since mid-April but didn’t register with state police as required by Megan’s Law. The Megan’s Law offense happened when Mills was younger than 18, so he does not appear on any sex offender registry, but he will when he turns 21 on November 12, 2016. Charges against a Turtlepoint man accused of failing to register with Megan’s Law have been bound to court. 61-year-old Gregory Koons failed to re-register in January. He also failed to re-register last October. He’s in McKean County Jail on $50,000 bail. In 1991 he was convicted for the attempted rape of a 15-year-old girl in Chemung County, New York. An Olean man is facing charges for not registering with the New York State Sex offender Registry. 64-year-old Maurice Turner, who is considered a sexually violent offender, was sent to Cattaraugus County Jail on $5,000 bail. An Olean man has pleaded guilty to failure to register with the New York State Sex Offender Registry. Darryl Myers did not register between July 16 and August 1 of last year. A registered sex offender from Port Allegany accused of not following Megan’s Law requirements was arraigned today in front of District Judge David Engman. 54-year-old Kevin Fuller is in McKean County Jail on $25,000 while awaiting a preliminary hearing on Wednesday. A man wanted in Allentown for not complying with Megan’s Law registration requirements was picked up in Lewis Run Monday afternoon. State police served an arrest warrant on 33-year-old Leonard Shugars at just before 5 p.m. at 155 Lafayette Avenue. He was sent to McKean County Jail in lieu of $100,000 cash bail. Shugars is considered a sexually violent predator and was convicted of aggravated indecent assault in August of 2004, according to the state's Megan's Law website. Police are looking for a Megan’s Law offender who left the Just for Jesus shelter in Brockway a month ago and hasn’t been seen since. 34-year-old Timothy Weidinger also did not notify state police of his current address, as is required by Megan’s Law. Weidinger had unlawful contact with a minor in August of 2009, according to the Pennsylvania Megan's Law website. He has balding brown hair, is 5 feet 8 inches tall and weighs 235 pounds. A Delevan man is behind bars after failing to register as a sex offender and failure to pay child support. 24-year-old Mathew Fox was picked up on warrants earlier this week and was sent to jail in lieu of $4,000 bail. A Megan’s Law offender is in jail after failing to notify police of a change in his addres. 24-year-old William Streit of Warren was picked up over the weekend and sent to jail on $10,000. Harrisburg - Governor Tom Corbett on Tuesday signed into law the "Adam Walsh Bill,'' also known as Senate Bill 1183, which will strengthen the state's rule on convicted sex offenders, by imposing tougher reporting standards. The bill also closes loopholes in Pennsylvania's current Megan's Law that in the past allowed transient and certain out-of-state offenders to evade criminal prosecution by ignoring requirements for registering their home, school and work addresses with police. Bradford City Police on Monday investigated three motor vehicle accidents – on Bedford, Davis and Main streets. They also looked into theft from a vehicle on Summer Street and criminal mischief to a vehicle on Williams Street, according to the complaint report and request sheet. Officers also looked into a theft at Callahan Park, criminal mischief on Davis Street, a disturbance on Bushnell Street and a report of an unwanted person on Chautauqua Place. They also looked into a possible Megan’s Law violation on East Main Street.

Harrisburg – Improvements to Pennsylvania’s Megan’s Law website will make it easier for the public to find information about registered sexual offenders in the state, acting State Police Commissioner Frank Noonan announced today. The website is www.pameganslaw.state.pa.us . “The site’s new features enhance the user’s ability to determine whether someone in their neighborhood is a registered sex offender,” Noonan said. “Parents and others can use this information to help protect themselves and their families.” Noonan said the site includes a radius-search function that allows the user to enter an address; establish a search radius of a half-mile, one mile, three miles or five miles; and query the system for offenders who live or attend school within the designated radius. In response, the site returns a listing and map of offenders. Users also can search for sexual offenders using drop-down lists of municipalities and counties. A former Warren resident who is a registered sex offender has been charged with raping and kidnapping a woman at knifepoint Sunday night in near Erie. 37-year-old Edmund Gowland robbed a Warren convenience store in 1994, and forced the woman at gunpoint to go to his apartment, where he raped her. He was convicted on November 8 of 1994. For the alleged incidents that happened Sunday, he’s in Erie County Jail on $50,000 bond. Gowland’s preliminary hearing is scheduled for December 14. HARRISBURG, Pa., June 22, 2010 – Auditor General Jack Wagner said today that the state’s Megan’s Law website has improved in recent years but it still has significant problems with accuracy and usefulness. In a special report released today, Wagner gave the state’s Megan’s Law website an overall grade of C-, with marks of C- for offender photographs, B for information provided, D for search functions, and D- for features and tools. The advocacy group Parents for Megan’s Law gave Pennsylvania’s Megan’s Law a grade of D four years ago when it issued report cards for every state. “Our conclusion is that the Pennsylvania Megan’s Law website does not make the grade in providing the public with useful, accurate and easily accessible information,” Wagner said. “The website must be improved.” The special report follows up on a special performance audit of Megan’s Law that Wagner conducted in 2006. Pennsylvania State Police Commissioner Frank Pawlowski is urging the General Assembly to close loopholes in the state’s Megan’s Law. In a fax to WESB and The HERO, he says the loopholes hinder law enforcement efforts to prosecute out-of-state sex offenders who don’t register when they move to Pennsylvania. In mid-March, the Pennsylvania Superior Court held that some out-of-state offenders who don’t comply with their registration requirement can’t be criminally prosecuted under Pennsylvania’s current Megan’s Law without specific statutory charges. "As a matter of public safety, I strongly support … legislation to fix the problems in Megan's Law and urge its passage as soon as possible," Pawlowski wrote this week in a letter to key legislators. New York Governor David Paterson has proposed legislation to close that loophole in his state.
