As the state's capital remains on the brink of bankruptcy and cities across Pennsylvania are faring little better, state Sen. John N. Wozniak is forming a legislative coalition to push for aggressive action to end the decline. In a letter to House and Senate colleagues, Wozniak noted that, while Pennsylvania's historic downtowns are unique, the fiscal problems they face are not. "Sprawl, changing demographics, public safety concerns and archaic tax structure have drained the vitality of our once-vibrant downtowns," Wozniak wrote. "Since the causes are not unique, we can't stand by and ask local government officials to stem a tide that is overwhelming their capacity and authority to innovate." Wozniak proposes a "Third-Class City Caucus," a coalition of lawmakers who have to balance the plight of central cities with the concerns of surrounding suburbs and rural regions. Governor Tom Corbett today announced that Act 13, along with greatly enhancing environmental standards to ensure the protection of our natural resources, has generated more than $204.2 million through the new impact fee. Most of this money will be distributed directly to local communities across the state, and that includes $40,000 to the City of Bradford. McKean County will will receive $380,000, while Norwich Township will receive $152,000 and Sergeant Township $103,000. Bradford Township is set to receive $73,000; Foster Township $26,000; and Lewis Run Borough $3,000. Cameron County will receive $97,000. Shippen Township in that county will get $117,000. Elk County will get $371,000. Fox Township will receive $116,000; Jones, $114,000; and the City of St. Marys, $113,000. Potter County will receive $530,000. Bradford’s road resurfacing project in the Forman and Pleasant street areas will begin at 7 o’clock Thursday morning, and continue through Tuesday, weather permitting. Residents are asked to not park in those areas until the resurfacing is finished. Motorists should expect delays. Flagmen will in the areas to direct traffic. Bradford’s road resurfacing project will begin at 7 o’clock Tuesday morning and will continue throughout the month. The roads being resurfaced are Congress, Bushnell, Barbour, Orchard Place, Burnside, Cornen, High and Rochester. Residents in the affected areas are asked to comply with the reminders that will be placed on their doors the day before the paving begins, and to not park in these areas until resurfacing is finished. The City of Bradford has announced that no parking will be permitted on McClellan Street and North Bennett Street from Tuesday through Friday of next week. The restriction will be in effect from 7 a.m.. to 7 p.m. while sidewalk reconstruction continues in the area. Violators' vehicles will be towed at the owner's expense.

The parking restrictions on School Street between North Center and McClellan have been extended through Thursday. Beginning at 7 o'clock Monday morning Allegany Contracting will be doing gas line repairs on behalf of Columbia Gas on the south side of West Corydon Street from South Avenue to the Bradford City limits. During the construction, the city will allow parking on the north side of West Corydon until the project is finished. Please begin parking on the north side of West Corydon Street on Sunday evening. You may have heard that the City of Bradford is charging the people putting on the annual Memorial Day parade and program in Bradford $650 this year. That’s simply not true. City Clerk John Peterson says the misinformation has been spreading like wildfire, and he called us this afternoon to clear it up. He says the basic charge for any organization to put on an event is $25. That includes the firefighter's union for their Easter Egg Hunt in Callahan Park and The Downtown Bradford Business District Authority for Lunch in the Square in Veterans Square. In celebration of Earth Day (April 22), and in conjunction with The Great American Cleanup of Pennsylvania, community volunteers will be cleaning up litter in the City of Bradford. The event will run from 10:00 am until noon on Saturday April 21st. This effort is to remove litter and trash from the entire City of Bradford. In an effort to make this event as beneficial for the community as possible the City of Bradford has also committed to holding the Spring Cleanup effort to coincide with this volunteer effort. Spring Clean-up items must be less than 4 feet long and weigh less than 40 pounds and should be set curbside on your regular pick day. There will be a $10 charge for white goods and pick up should be scheduled by calling 362-3884 ext. 21; yard waste will not be part of this pick-up.
