Williams finished serving a 12-year-old sentence three years for knowingly infecting 13 Chautauqua County residents with HIV, but the state kept him behind bars under its civil confinement law. The man who spent 12 years in prison for intentionally infecting more than a dozen Chautauqua County residents with HIV in the late 1990s has apparently decided being locked up isn’t all that bad. Nushawn Williams’ prison term was up nearly two years ago, but the state kept him behind bars under a law that allows them to keep sex offenders confined past their sentences if it’s believed they pose a threat to society. He had been scheduled for a trial so he could make a case for his release. But his attorney was in court Wednesday asking for the trial to be delayed for a year. He did not specify the reasons for the delay, which the judge did order. Williams has chosen to remain in the Wende State Correctional Facility rather than in a secure treatment facility during the civil confinement proceedings. Senator Young’s announcement comes in the wake of news that Nushawn Williams, the man who caused an AIDS epidemic in Chautauqua County in the 1990s, had completed his prison sentence and could be released to the public. Senator Young also called on New York State Attorney General Andrew Cuomo to rigorously fight to ensure that Williams remains confined in a psychiatric facility and is not let back out into the community. “People who knowingly use HIV/AIDS as a deadly weapon by purposely exposing others to the disease should be severely punished. This proposed law would provide the appropriate penalties for those who callously put other people’s lives in jeopardy, and will help further prevent the transmission of HIV/AIDS by keeping victims and prison supervisors informed when inmates test positive for the virus....
