Kane drivers will be dealing with a detour later this month. Repairs to a railroad crossing on Fraley Street are scheduled for September 22 through the 26. Fraley Street will be closed starting on the 22, according to PennDOT. A detour will be in place for the five days the project is underway. The official detour will be routes 66, 948, 666 and 6. Motorists familiar with the area may use alternate routes, but are reminded that Hemlock Street has a 10-ton weight limit. The news leader of the Twin Tiers ... since 1947

Two people have been sentenced in Cattaraugus County Court on drug charges. Repeat felon 26-year-old James Hovey of Olean will spend four years in prison for selling narcotics in the city in February and May. 24-year-old Jenna Shoup of Hinsdale will spend the next five years on probation for attempted to sell a narcotic preparation on November 7 in Olean. A Cattaraugus County couple is accused of illegally growing marijuana. The sheriff’s office says an off-duty deputy in a private helicopter spotted a cannabis plant growing on Stady Road in West Valley Friday afternoon, 50-year-old Joseph Papp Jr. and 58-year-old Pamela Papp were charged with unlawfully growing cannabis, and issued appearance tickets for Town of Ashford Court. A 5-year-old boy was hurt when a man threw a bottle of Gatorade through the front window of his house. Sheriff’s deputies say at 11 o’clock last night 22-year-old Cody Hollamby of Olean threw the bottle, breaking the window and causing the shattered glass to fall onto the 5-year-old, his 4-year-old sister and their mother. The little boy suffered a cut to his hand. Hollamby left the house, but was found a short time later and charged with felony criminal mischief, endangering the welfare of children, assault and driving while intoxicated. State police are investigating a burglary in Brynedale. They say sometime between 2 o’clock Friday afternoon and 8:30 Friday night someone went into the home of George and Lori Chittle through a window and then stole numerous items. A Waterford man escaped injury during a crash Sunday evening on Route 66 just south of Russell City. Police say Nicholas Sargent took his eyes off the road to look at his cell phone when his car went off the road, hit a "fixed object" and then rolled over. Bradford Area Public Library has named Lacey Love as executive director of the library. An ad hoc committee of Lee Doynow, Vice-Chair of the Board of Trustees, Tina Martin, Chair of Human Resources and Governance, and Kelli Knapp, Seneca District Consultant with the Warren Library Association conducted the search and recommendations for the appointment of Ms. Love, which is effective October 13, 2014. “We are very excited to have Lacey accept our employment offer and serve as a leader for our library,” stated Chris Minich, Chairwoman of Bradford Area Public Library Board of Trustees. Ms. Love was most recently employed as a Library Assistant at Scott Township Public Library, located south of Pittsburgh, Pennsylvania. She has a broad background in librarianship, having worked or volunteered in both collegiate and public libraries for the past 6 years. A man found lying on a kitchen table at the Mountain Inn early Sunday morning is facing a couple of charges. Police say 35-year-old William Duffy of Bradford was loitering in the parking lot of the Mountain Inn on Wilcox Road in Mount Jewett until employees left. When employees called proprietor Brenda Walker about the situation, she went to the establishment, found Duffy on the table and called police. Duffy is charged with felony criminal mischief and public drunkenness and is free on unsecured bail. The news leader of the Twin Tiers ... since 1947

PennDOT will start line-painting operations next week in Clearfield County. On Monday they will be painting lines in both the eastbound and westbound lanes from mile marker 120 in Clearfield County to mile marker 139 in Centre County. On Tuesday, they plan to paint from mile marker 123 in Woodland to mile marker 96 in DuBois. Signs and flashing lights mounted on the back of the moving equipment will warn motorists of the painting operation. PennDOT says motorists should stay eight to 10 car lengths behind the painting equipment to avoid running over wet paint. They say running over wet lines is the only way to get paint on your vehicle. The man found guilty of letting his infant get burned by hot water will spend an additional 18 months to four years in state prison, on top of the seven to 20 years he was sentenced to last month for starting four fires in Bradford last winter. 22-year-old Harvey Rose put a container of hot water next to his 11-day-old son before giving him a bath. Later, the babysitter discovered the baby’s hands were burned. The infant had to be treated at a Buffalo hospital. The news leader of the Twin Tiers ... since 1947

Two sisters who stole from two different Chautauqua County post offices will spend the next two years on probation. 35-year-old Amanda Elliott of Ellington and 30-year-old Tamara Elliott of Falconer were also ordered to pay back thousands of dollars when they were sentenced in federal court. Amanda was postmaster in Lily Dale from December of 2012 to September of last year. She was order to pay back nearly $5,600. Tamara, who was postmaster in Ellington, was ordered to pay back more than $11,000. She was also sentenced to three months of home confinement. The news leader of the Twin Tiers ... since 1947

A fight between several inmates at FCI-McKean this morning sent one of them to the hospital, but with injuries that were not as serious as originally reported. Vicky Moser tells WESB five inmates got into a fight, and one had to be taken outside the facility for treatment. He is now back in the prison. The other four suffered only minor injuries. Initial police radio reports said a man had been stabbed three times in the back and was in critical condition. A landing zone for a medical helicopter had been set up at Bradford Regional Airport, but he was taken to BRMC. A Bradford nurse practitioner is charged with illegally prescribing and delivering painkillers. The state attorney general’s office has filed charges against 53-year-old Darlene Venezia-Skaggs, who had worked for Medicor Associates, for leaving a prescription pad in the office after she was terminated so four of her patients could get refills for Oxycodone, and one for methadone. She also allegedly wrote two prescriptions herself for another patient after being terminated because, according to court papers, she said he legitimately needed the drugs. Court papers say she wrote the prescriptions at her home and met the man somewhere else, where she gave them to him. In the other five cases, she told agent Heather Dunkle she was concerned that her patients would not get the drugs after she was terminated because Dr. Steven Hermann would rarely write prescriptions for controlled substances. Hermann told Dunkle he had no idea Venezia-Skaggs was writing prescriptions after her terminatio...

UPDATE (Friday morning): The fire is being considered suspicious, and Agosti says they are still investigating. City Fire Department Assistant Chief Rich Zmuda tells WESB that firefighters and four state police fire marshals -- three from PA and one from NY -- left the scene of the South Avenue fire at about 9 p.m. The cause is still under investigation and he expects PSP Cpl. Greg Agosti to issue a news release either later tonight or tomorrow. The New York fire marshal was called in because he has a fire-investigating dog whose services were needed. More than 40 firefighters from the city, Bradford Township and Derrick City battled the blaze at 103 South Avenue, starting at about 7:45 a.m. Neighbors heard an explosion shortly before that. The fire spread to 105 South Avenue, where it melted the siding and did other damage. No one was hurt. We'll pass along more information when we get it.

A Shinglehouse man is facing drug and other charges following a domestic dispute in the Town of Andover last month. State Police charged 32-year-old Jared Clark with harassment, criminal mischief, unlawful possession of marijuana and possession of a hypodermic needle. Besides the assault on Bushnell Street this morning, City of Bradford Police dealt with reports of a burglary on Merrow Avenue and a theft on Brennan Street. They investigated a motor vehicle accident on Main Street, and were called to disturbances on Chautauqua Place as well as York and High streets. A 17-year-old boy is accused of stealing a car from a car dealer’s lot in Jamestown. State police say they stopped a car in the city at 2 o’clock this morning because it didn’t have headlights on. When the teenager couldn’t tell them who owned the car, they did some investigating and learned the car been stolen. Also, there was only one plate on the car. It was stolen, too. The boy was scheduled to appear in City of Jamestown Court and then released to the custody of his father. The news leader of the Twin Tiers ... since 1947

A woman who stole a phone to get pornographic images of herself off of it is now in jail for trying to assault a police officer. Police say they went to Bushnell Street this morning to speak with 47-year-old Nora Buterbaugh, who said she took a man’s phone because he had the images and she wanted to delete them. She called police because she wanted to return the phone to its owner. But when police told Buterbaugh she may be charged with theft she screamed obscenities and, as the police officer was leaving, threw a large heavy handbag at him. When she was being taken into custody for that she screamed louder, tried to punch the officer and continued to fight and struggle, even after being told repeatedly to stop. Buterbaugh is charged with aggravated assault, simple assault, resisting arrest and disorderly conduct. The news leader of the Twin Tiers ... since 1947

Comedian Joan Rivers has died at Mount Sinai Hospital in New York, according to her daughter, Melissa Rivers. She was 81. "It is with great sadness that I announce the death of my mother, Joan Rivers," Melissa Rivers said in a prepared statement. "She passed peacefully at 1:17 p.m. surrounded by family and close friends." Watch Lester Holt's report here .
