Charges Against SPCA Called 'Atrocious'

The president of the Cattaraugus County SPCA says allegations that animals are being treated improperly at the shelter are atrocious. Kelly Chaffee says they do need more money to keep the building maintained, but the animals are treated well.
The facility was given a "satisfactory" rating during its last inspection by the state last month. Chaffees says the people making the accusations may have ulterior motives and were upset about something like not being allowed to adopt an animal from the shelter.
