On the day a Luzerne County jury started deliberating in the case of Judge Mark Ciavarella, Judge John Cleland was at the University of Pittsburgh at Bradford talking about the "Kids for Cash" scandal and Interbranch Commission on Juvenile Justice, which he chaired.
